Dr. Elmira Mangum, PhD

Dr. Elmira Mangum, PhD is a former senior academic administrator and faculty member at the University of Buffalo, University of North Carolina at Chapel Hill and Cornell University; and former President of Florida Agricultural and Mechanical University (FAMU) – the first permanent female leader in the institution’s 128-year history. Retiring from FAMU in 2019, she is now the CEO of EM Plus 3 LLC, a consulting firm specializing in organizational redesign, leadership training, efficiency analysis, revenue enhancement and financial planning in higher education. She is a Magna cum laude graduate of North Carolina Central University and an honors graduate with two master’s degrees from the University of Wisconsin-Madison. Her PhD is in education leadership and policy from the University of Buffaloe; and she has pursued post-doctoral studies at the Center for Creative Leadership, The Millennium Leadership Institute, the Harvard Graduate School of Education and the Administrative Management Institute at Cornell University.
